A BER certificate is required for all new dwellings where a planning permission was applied for on or after 1st January 2007. Transitional BER exemptions will apply to new dwellings for which planning permission is applied on or before 31st December 2006, where the new dwellings involved are substantially completed on or before 30th June 2008.
The European communities (Energy Performance Of Buildings) Regulations of 2006 state that the BER Certificate should be obtained prior to the property being offered for sale, to let or occupied for the first time. Nowadays most of the local authorities would already expect the builder/architect/developer to submit the application for the planning permission accompanied by the Provisional Energy Rating (Provisional BER) and a special report which would show compliance of the proposed building with Part L amended Building Regulations (which came into effect 1st July 2008). The aim of the revised document is to limit the use of fossil fuel energy and related carbon dioxide emissions. The standard will be further reviewed in 2010 with the aim of achieving zero carbon dioxide emissions associated with dwellings.
A Provisional BER is based on pre-construction plans and specifications and does not require the site inspection. The benefit of having a Provisional BER is that it can be used as a guidance tool to achieve the best possible energy rating. In our experience an early Energy Rating can potentially save thousands whether you are thinking of constructing a new building or renovating or extending an existing one even at the construction stage. Our BER Assessors will analyze the proposed plans and advise on al the aspects of the energy efficiency such as for instance if the renewable energy source is suitable for your particular project or if there’s a cheaper and more efficient option for you, what kind of insulation would make your dream home cozy and if the boiler that you were thinking of buying is the best choice.
After the construction is completed we would issue a Final BER Cert which will take into account any changes implemented during the construction relative to the plans, specifications or other data on which the provisional BER was based.

Part L amended Building Regulations

The criteria for complying with the new building regulations for dwellings are as follows:
• A 40% improvement in energy efficiency and a 40% reduction in carbon dioxide emissions
• Use of renewable energy technologies (eg. Solar panels, heat pumps, biomass systems)
• Limitation of heat loss through the building fabric (by using materials with improved u-values and limiting local thermal bridging)
• Improved efficiency of building services (eg. Water and space heating, ventilation system, internal and external lighting)
• Improved Quality and Commissioning of Services (by carrying out air pressure tests on constructed buildings to identify areas of heat loss)
